Creating a 21st Century Military

This is the title of my latest transformation article for Opinion Editorials:

Instead of purchasing only a handful of advanced new tanks, carriers, and fighters to arm America’s globally scattered military, a real buildup can be achieved by buying off-the-shelf equipment. Recent history proves the merit of this procurement strategy. In the 1990’s the Navy needed a new fighter-bomber in a hurry to succeed its overworked Vietnam War carrier planes. Rather than designing an aircraft from scratch and enduring years of studies and testing, the Admirals updated the proven F/A-18 Hornet for the 21st Century. This allowed the Super Hornet to skip lengthy congressional mandated test procedures and enter service just in time for Operation Iraqi Freedom in 2003
